Colonel Lucian GAVRILĂ
Colonel Lucian GAVRILĂ (Romanian Gendarmerie), Commander of the European Gendarmerie Force since 27 June 2017, holds a Diploma in Law, a Degree in Criminal Law, and is a graduated Officer from the Command and General Staff College at War School in Paris. He had a political advisor training in Norway and is an alumni of the European Security and Defence College “Common Security and Defence Policy” High Level Staff Course 2016-2017.
In 1993 he graduated from the Police Academy in Bucharest to pursue a career as an Officer in the Romanian Gendarmerie. During his advancing trajectory, for a period of 8 years he was in command of several Gendarmerie Units within the Romanian Gendarmerie: Mobile Units (Platoon and Detachment), performing public security and crowd control tasks, and a Public Order Company, dealing with a large spectrum of public security tasks.
After successive assignments in territorial units and National Gendarmerie Headquarters as Staff Officer specialized in planning, operations and analysis, he joined the Romanian Gendarmerie Application School as Director of International Staff Course (in charge of the training Officers from various countries to enable them to be posted as Staff in multinational Headquarters). One year later, he was promoted to Deputy Commander, being in charge of the developing, planning and delivering of a large panel of training programs for Romanian Gendarmerie Officers.
After transferring to the Romanian Gendarmerie General Headquarters, he was appointed Head of Strategic Analysis and Programs Service, and was in charge of the strategic analysis and planning activities in support of the General Inspector.
For several years he deepened his skills in different international environments:
- In 2011 he joined the EUROGENDFOR Headquarters (Vicenza) as Assistant Chief of Staff, Head of Plans and Policy, for a two-year tour of duty.
- In 2015 he coordinated the Romanian Ministry of Interior Contingent in the NATO Resolute Support Mission in Afghanistan, and acted as Senior Advisor to the Afghan Ministry of Interior Chief of Staff.
Right before his assignment as EUROGENDFOR Commander, he was Head of Operations at the General Inspectorate of Romanian Gendarmerie – Directorate for Operational Management, in charge of the Coordination of Operations, Planning and Exercises in all Gendarmerie Units.
