EULEX Kosovo

The EU Rule of Law Mission (EULEX) in Kosovo was launched in 2008 with the overarching aim of supporting relevant rule of law institutions in Kosovo to become more effective, sustainable, multi-ethnic and accountable.
EUROGENDFOR deployed a multinational Rapid Deployment Force Unit (RFPU) from March to July 2022 upon activation by the Civilian Planning and Conduct Capability (CPCC), the unit comprised 70 officers.
In its role as the second security responder, the RFPU supported the mission by providing a Quick Response Force in case of major events and by conducting patrols in that area.
In 2019, EUROGENDFOR agreed with EULEX Kosovo on constituting a Reserve Formed Police Unit (RFPU) as an Over the Horizon Reserve Force (OTHRF) to be deployed. This force would be activated, in support of EULEX Kosovo in its role Kosovo’s second security responder, forming part of a three-layer security responder mechanism where the Kosovo Police (KP) is the first security responder, EULEX is the second, and NATO Kosovo Force (KFOR) is the third.
January and February marked the deployment of the fifth Reserve Formed Police Unit (RFPU) under the European Gendarmerie Force.
Assigned to EULEX Kosovo, the RFPU’s role was to serve as a secondary security responder within Kosovo’s three-layered security framework. The RFPU consisted of contingents from France, Portugal, Italy, and Lithuania, making this the first fully multinational RFPU deployment under EUROGENDFOR within the EULEX Kosovo mission. The primary objective of the mission was to support EULEX Kosovo in its role as a secondary security responder, with a particular focus on ensuring stability during Kosovo’s parliamentary elections on February 9, 2025.
Throughout the mission, the 5th RFPU was responsible for conducting situational awareness patrols to collect intelligence, executing Crowd and Riot Control (CRC) operations when required to restore public order, and reinforcing the Polish Formed Police Unit (FPU) in northern Kosovo if necessary.
In 2025, the sixth Reserve Formed Police Unit was deployed in Kosovo.
