The EU Advisory Mission in Ukraine (EUAM) is a non-executive mission established in July 2014 to assist Ukraine in the field of Civilian Security Sector Reform (CSSR), including police and rule of law.

EUROGENDFOR has participated in the mission since July 2021, providing advisers specialised in public order and border management.

Following the Russian invasion in February 2022, EUROGENDFOR personnel in EUAM Ukraine have primarily focused on supporting the Ukrainian authorities with border management issues, facilitating the cross-border movement of civilians and goods between Ukraine and the EU.

Specialist teams (STs) in stability policing (SP) and crowd control management (CCM), with trainer of trainers (ToT) programs and a first aid course for residential middle management staff, have been deployed in the region.

Really significant is the deployment of a specialised team in 2024. Under the EUROGENDFOR umbrella, agents from Portugal, France, Spain and Lithuania were deployed to Ukraine.  The mission’s objective was to train Ukrainian police officers and share their extensive experience.

In 2025, a Psychological Specialised Team comprised by Portuguese GNR successfully completed a six-month training course in support of the EUAM Ukraine Mission.
