EUFOR RCA 01/Apr/2014-15/Mar/2015

CAR1

The former president of the Central African Republic was ousted by the Seleka coalition in March 2013, starting a period without effective government in CAR. The interim administration of Transitional President Michel DJOTODIA was not able to control the security situation in the country.

The deterioration of the security situation since then has led to an escalade of reprisals amongst civilians and clashes between ex-Seleka and anti-Balaka throughout the country. Sectarian clashes and violence among civilians headed to a critical humanitarian crisis with more than the half of the country in need of humanitarian assistance, thousands of refugees and internally displaced persons, with an increasing number of civilians taking shelter in scattered locations throughout the country.

This situation engaged the European Union in a process to arrange a Crisis Management Operation in the Central African Republic, which would serve a bridge between the African Union Mission (MISCA), and the Peacekeeping Operation to be deployed by the UN (MINUSCA).

The EUFOR RCA mission was launched on the 1st of April 2014. Within this operation, EUROGENDFOR was specifically tasked and proudly devoted to play a key role in stabilizing a particularly volatile area of the capital, Bangui, by deploying a gendarmerie-type Integrated Police Unit, in order to reinforce the rule of law, to maintain public order, and to fight against impunity.

The whole EUROGENDFOR Permanent Headquarters (PHQ) focused their efforts on the mission from its very establishment, including the secondment of two PHQ officers to the EUFOR RCA Operational Headquarters (OHQ) in Larissa (Greece) to participate in the EUFOR RCA mission planning process.

Also, two EUROGENDFOR Gendarmerie Advisors were detached to the EUFOR RCA OHQ in Larissa, and more than one hundred EUROGENDFOR police officers were deployed in Bangui, comprising public order and community policing platoons, as well as criminal investigation and intelligence cells, all of whom have actively contributed to create a Safe and Secure Environment (SASE) in the endangered capital.

The Transfer of Authority between EUFOR RCA and the UN peacekeeping operation (MINUSCA) took place on the 15th of March 2015.
