The participants were officers and civilian personnel from the Tripoli Police Directorate and the Ministry of Interior including ranking female police personnel.Tunis, 17 October 2017— The Strengthening Local Capacity for Resilience and Recovery in Libya project of the United Nations Development Programme (UNDP), funded by the European Union, has just concluded in partnership with the United Nations Support Mission in Libya (UNSMIL), the EU Border Assistance Mission in Libya (EUBAM) and the EU Liaison and Planning Cell (EULPC), a workshop with the Libyan Ministry of Interior (MoI) and personnel of the Hai Al-Andalus Police Station. The objective was to collect information and stablish a road map for the center, which is to become the first ‘Model Police Station’ (MPS) in Libya.

“This is a fantastic opportunity for our officials and for all Libyans. This workshop is just the beginning. This project will make this police station organized and will have better capacity to deal with the security problems we are facing in our country. This model will be replicated in other police stations and I am convinced that this will help us to reduce conflict and crime,” said Commander Nouri Aldaeiki.
On the importance of the police outreach to the community, EU Ambassador to Libya, H.E. Ms. Bettina Muscheidt stated:
“To solve conflicts within a rule of law framework, the municipalities need to know different and relevant approaches to reach the people, understands their concerns, their problems. It is very important to bring the police closer to the people and then they will be also able to manage the impact of irregular migration on local communities.”
The workshop held in Tunis aimed at establishing an understanding on the template of a pilot ‘Model Police Station’ (MPS), and is one of the activities that the UNDP three-years EU funded initiative is undertaking to address local conflict and to strengthen municipal capacities.
“The overall goal of the project is to help local authorities in Libya to protect its people, provide better services and create jobs and entrepreneur opportunities. This activity falls under ‘increasing security’. During these days, the police officers learned some best practices on mediation to resolve local conflicts that will help them to work in a more efficient way,” explained Ms. Noura Hamladji, UNDP Country Director in Libya.
The Joint Technical Working Group (JTWG), composed by UNSMIL, UNDP Libya, EUBAM and EULPC, was the host of this two-day event.
Addressing participants, Lieutenant-General Paolo Serra, UNSMIL Senior Military Advisor said that is decisive to work together. He stated:
“There are many initiatives that different UN agencies are carrying out to help to solve the problem of insecurity in Libya. This is an indispensable requirement for the development of the country, and we all know it, that is why we prioritize it. In this activity, we have all united so that our efforts are joint and coordinated towards the same direction.”
From 16 to 17 October, the participants created a Detailed Roll-out Plan (DROP), which after the approval of the MoL, will be used as the basis of planning further activities to activate the pilot model police station.
The Joint Technical Working Group (JTWG) was created in August 2017 to coordinate the technical advisory capacity of UNSMIL, EUBAM, UNDP Libya and EULPC on all relevant issues regarding rule of law and security institutions assistance, including the development of model police station frameworks.
The Strengthening Local Capacity for Resilience and Recovery in Libya project is implemented in the framework of the programme “Managing mixed migration flows in Libya through expanding protection space and supporting local socioeconomic development” financed by the North of Africa Window of the EU Emergency Trust Fund for Africa. The main objective of this programme is to comprehensively reinforce protection and resilience of migrants, refugees and host communities in Libya while supporting an improved migration management along the migration routes in the country.
